Dear Michigan Citizen, How to deal with Michigan’s current economic crisis is the question we’re all asking,
yet remain short on answers. Our Governor is attempting to lure new business investment into our great state and she’s
having some success. However, this will take time to bear fruit and the one thing many Michigan citizens do not have is more
time. With foreclosures at an all time high, and our unemployment the highest in the nation with some rural counties at the
double digit figure, we need to inject a booster shot now. The proposal being put forth will provide some relief for our beleaguered housing
and construction industries. The ripple effect of our construction standstill has resulted in poor retail and auto sales,
and practically halted the discretionary spending of businesses and households alike. On a recent visit to my accountant, we were
discussing the state of our state. During that discussion he said, “There is a lot of money in Michigan and many people
are just sitting and waiting.” Waiting for what? I asked myself. We need relief now and with your support, the Michigan
Property Owners Improvement Act will provide some relief with a reverse ripple effect:
- It’s an ENERGY
SAVING concept because it encourages investment in new technology
- It’s a GREEN concept.
With redevelopment of communities, there is less stress on our streets, utilities, and the environment
- Promotes
second home investment within the state…RETIREMENT DOLLARS stay in Michigan
- ATTRACTS NEW BUSINESS, encourages established businesses to invest in
the future…thus creating NEW JOBS and EMPLOYMENT TAXES for the state
- SCHOOLS benefit from the generation of sales tax dollars
- RESTORES CONSUMER CONFIDENCE… promotes further spending

Property Owners Improvement Act
(Summary)

Now, before you, is a bill with the interest of the people of the
great State of Michigan. The purpose of this bill is to help stimulate the stagnant Michigan economy and the real-estate/housing
market with little or no cost to the State Government, and will generate revenue by creating commerce and jobs.
With this bill all property owners within the State of Michigan (residential, commercial or industrial) will
have the opportunity to provide improvements to their property, (primary and secondary residences included) without any increase
of property assessment or taxable value by the State, County, or local municipality to the amount of $100,000.00 (One Hundred
Thousand Dollars) This act will not interfere or undermine any existing tax abatement, agreement, or DDA in existence. The
improvement will be captured upon the eventual sale of the property within its sale price.
Improvements
to real property include any and all interior or exterior activities including but not limited to: additions, facelifts, pools,
landscaping, paving, electrical, HVAC, roofing, doors, windows, siding, plumbing, glazing, decking, kitchen & bath, garages
(attached or detached), out buildings, and any other activity related to improvement or repair. This bill only pertains to
improvement of existing structures, and structures not exceeding 60% damage due to fire or existing condemnation orders. Structures
not qualifying could be granted this exemption upon approval of the local building official.
The
intention of this bill is to stimulate the construction and real estate industry throughout the State of Michigan. This will
also allow companies to re-invest in their properties without the penalty of additional tax burden for improving the community,
and create jobs related to the improvement performed. This bill will also allow entry level housing owners to improve their
property without fear of a tax penalty and, hopefully, make foreclosed and distressed homes more attractive to first time
buyers.
This bill will provide additional sales tax on material and related support sales items related
to the activities in performing the improvements. Additional revenue will be generated in building permit and inspection fees.
This effect will be far reaching and exceed the immediate short term revenue loss to the state. More importantly, the people
of the State will have the opportunity to go back to work and pay additional employment taxes.
This
bill will go into effect on the 1st day of the following month upon its approval and will sunset within 24 months
of that date. All work must be least 75% complete by this sunset date in order to qualify for this exemption. All determinations
of percentages of completion will be the responsibility of the local building official.
